Frequently Asked Questions (FAQs)
Q1: What documents are required to rent a self-drive vehicle in India?
Renters must submit a valid original Driving License (held for at least 1 year), a government-issued ID (Aadhaar card or Passport), and a credit/debit card for security deposit pre-authorization.
Q2: Is a commercial permit required for driving a self-drive rental car?
No. Self-drive rental cars are registered under the Commercial Black Plate (Yellow letters on black background) scheme. This allows drivers with a valid private driving license to legally operate the vehicle across all Indian states.
Q3: How are state entry taxes handled for interstate rental trips?
For chauffeur-driven vehicles, state entry taxes are usually included in the fare or paid at state border checkpoints by the driver. For self-drive vehicles, renters must pay the respective state permit fees online or at border toll plazas when crossing state lines.
Q4: What is the typical security deposit and speed limit policy?
Security deposits range between ₹1,000 and ₹5,000 for standard self-drive cars (higher for luxury vehicles) and are refunded upon vehicle return after deducting any pending FASTag tolls or traffic violation fines. Most commercial rental vehicles are fitted with speed governors capped at 80 km/h to 120 km/h per national transport regulations.
What are the legal, permit, and license requirements to start a vehicle rental business in India?
Starting a commercial vehicle rental business (self-drive or chauffeur-driven) in India requires compliance with central transport laws, commercial vehicle licensing, and state-specific business regulations.
Operating private “white plate” cars for commercial rental is illegal under the Motor Vehicles Act; all rental vehicles must hold commercial permits.
Key Legal & Statutory Requirements
1. Central Transport Scheme License (Rent-a-Cab / Rent-a-Motorcycle Scheme)
Self-Drive Cars: Regulated under the Rent-a-Cab Scheme, 1989. Operators must obtain a operator license from the State Transport Authority (STA).
Self-Drive Two-Wheelers: Regulated under the Rent a Motor Cycle Scheme, 1997.
Key Condition: The Rent-a-Cab scheme mandates a minimum fleet size (typically 50 motor cabs nationally, though individual states provide relaxations or local guidelines for regional operators).
2. Business Entity Registration
Register the business structure (Private Limited Company, LLP, or Proprietorship).
Obtain GST Registration (mandatory for interstate services and commercial transport operations).
Apply for a local Shops & Establishments License (Trade License) from the municipal corporation for physical office/yard space.
3. Vehicle Permits & Plates
Commercial Number Plates:
Chauffeur-Driven Cabs: Yellow plate with black lettering.
Self-Drive Vehicles: Black plate with yellow lettering.
Permit Types:
Local/State Permit: For intra-state commercial operations.
All India Tourist Permit (AITP): Mandatory for inter-state commercial transport without needing individual state-border entry permits every trip.
4. Mandated Vehicle Documentation & Infrastructure
Commercial Insurance: Full commercial/third-party and passenger insurance coverage (standard private car insurance does not cover rental claims).
Fitness Certificate & PUC: Annual commercial vehicle fitness certificate issued by the local RTO along with an active Pollution Under Control (PUC) certificate.
Vehicle Telematics: Mandatory installation of GPS/VTS (Vehicle Tracking System) and physical Speed Governors (capped at 80 km/h or state transport limits) as per AIS-140 standards.
Yard/Depot Infrastructure: Proof of adequate, dedicated parking and maintenance facilities for the fleet.
Step-by-Step Execution Workflow
Incorporate the Business: Form a legal business entity and apply for GST and local trade licenses.
Procure/Register Fleet: Purchase vehicles under commercial tax classification or convert existing vehicles to yellow/black plates through the RTO.
Apply to STA: Submit Form 1 to the State Transport Authority with the requisite fee to obtain the Rent-a-Cab/Rent-a-Motorcycle operator license.
Install Telematics & Insurance: Equip vehicles with GPS trackers, speed governors, and commercial insurance policies.
Draft Customer Agreements: Prepare legally binding rental terms, covering liability limits, security deposits, traffic fine clauses, and fuel policies.
