Operating a houseboat (Kettuvallam) in the Alleppey (Alappuzha) backwaters requires complying with strict maritime and tourism regulations. The Government of Kerala, via the Port Department and Department of Tourism, enforces specific framework guidelines under the Kerala Inland Vessel (KIV) rules to ensure safety, structural integrity, and environmental sustainability.
Mandatory Houseboat Infrastructure Facilities
1. Spatial & Structural Dimensions (Minimum Specs)
Regardless of the classification tier, the physical layout of a registered houseboat must meet strict baseline spatial allocations to guarantee structural stability on the water:
- Bedrooms: Minimum 80\text{ sq. ft.} of floor area with a minimum clear width of 7\text{ feet}.
- Living / Dining Area: Minimum 80\text{ sq. ft.} of open or semi-open lounge space.
- Kitchen (Galley): Minimum 20\text{ sq. ft.} of dedicated cooking space.
- Attached Toilets: Minimum 20\text{ sq. ft.} with a minimum width of 3\text{ feet} (must feature Western-style closets).
- Passages & Walkways: Clear side-decks and internal passages must be at least 3\text{ feet} wide with secure handrails at the front and back.
2. Environmental & Waste Management Systems
Because Vembanad Lake and the surrounding channels form a sensitive wetland ecosystem, direct discharge of waste into the water is strictly prohibited.
- Sewage Disposal: Every houseboat must carry onboard scientifically designed bio-chemical toilets or specialized marine septic tanks.
- Solid Waste Segregation: Separate, clearly labeled bins for dry (recyclable) and wet (biodegradable) waste must be maintained. Single-use plastic water bottles are restricted by premier operators in favor of reusable glass or steel containers.
- Pollution & Hull Maintenance: Boats with outboard or inboard diesel engines must hold a valid pollution control certificate. The traditional hull—made of anjili (wild jackfruit) wood and coir—must undergo regular dry-docking and oiling at a licensed maintenance yard.
3. Critical Safety & Navigation Equipment
- Life-Saving Gear: Houseboats must maintain a 1:1 ratio of Lifebuoys per bedroom (minimum of 2 for a single-room boat) along with certified life jackets matching the maximum passenger carrying capacity.
- Fire Suppression: The kitchen must be constructed using fire-retardant materials. A minimum of 2 commercial fire extinguishers and 5 fire buckets must be distributed between the galley and engine room. Automated smoke alarms are mandatory in the engine bay.
- Tracking & Communication: A functional GPS tracking system must be active onboard for real-time fleet monitoring by the port authorities.
